The Federal Bureau of Prisons and the Government Shutdown

November 05, 2025

Although it is not possible to “shutdown” the Federal Bureau of Prisons, as is happening to other federal agencies, the Bureau is not immune from the shutdown’s negative effects. Many Bureau employees are working without pay; many have been furloughed or otherwise not reporting to work. We have received many calls about delays in approved transfers, delays on applying earned FSA credits and processing Residential Reentry Center and Home Confinement transfers. Although the Bureau has been notoriously slow in implementing the First Step Act, and still is, it is hard to say whether these most recent delays are part of the Bureau’s systemic hesitancy in processing early release for inmates or the shutdown is the Bureau’s excuse du jour. We here and National Prison & Sentencing Consultants (NPSC) have been diligently fighting for its clients to receive the earliest release possible and the quickest designation and subsequent transfer.
